The Continuously Emerging World of Cybersecurity – Are you compliant?

Kaylee Cox is an associate in Holland & Knight's Washington, D.C., office and a member of the firm's Cybersecurity and Privacy Team. Ms. Cox focuses her practice on information privacy and data security compliance, regulatory investigations, security breach incident response, breach preparation and cybersecurity risk management, and development of corporate privacy and security policies and procedures. She advises companies on information privacy and cybersecurity regulatory issues and legislative affairs as well as compliance with state, federal and international privacy laws, regulations and directives.

Prior to joining Holland & Knight, Ms. Cox worked in private practice, where she advised Fortune 500 companies in the information technology (IT) industry on business immigration and employment compliance laws and regulations in the U.S., Europe, Asia and Latin America. In this capacity, she also gained experience with International Traffic in Arms Regulations and the Export Administration Regulations (ITAR/EAR) pertaining to the release of controlled technologies.

During law school, Ms. Cox served as a legal intern for the U.S. Department of Justice, National Security Division – Office of Law & Policy, where she had broad exposure to a range of national security issues. In particular, she worked on cybersecurity and information privacy matters and gained significant experience with the Electronic Communications Privacy Act (ECPA) and the Foreign Intelligence Surveillance Act (FISA). Ms. Cox also previously interned for U.S. Senator Dianne Feinstein (D-Calif.) with the U.S. Senate Judiciary Committee, where she worked on numerous legislative issues, including privacy matters related to the use of unmanned aerial systems (UAS). She also worked extensively on proposed legislative amendments to ECPA, focusing on provisions related to stored communications as well as geolocation.

Ms. Cox's comprehensive background in national security matters spans across various sectors, including government contracts and procurement, information technology, telecommunications and Internet service providers, cybersecurity and critical infrastructure. She also has in-depth knowledge of the administrative subpoena process and private sector compliance obligations under ECPA, the Fair Credit Reporting Act (FCRA), the Right to Financial Privacy Act (RFPA), the USA Patriot Act and the National Security Act. Ms. Cox is also a contributor to Holland & Knight's Privacy Blog.

Camille Tuutti is the Executive Editor at Nextgov, a division of Atlantic Media, which covers federal IT and the decision-makers, innovators and influencers transforming how agencies serve citizens and perform vital functions. Camille's focus is to set and execute the editorial vision and strategy, while leading a team of journalists who cover topics such as cybersecurity, emerging technology, data and cloud.    

Camille previously served as editorial director at FedScoop, and prior to that, was a staff writer and "People" section editor at Federal Computer Week. Before that, Camille worked as a news editor and reporter, covering government contracting and IT. Her current tech obsessions include artificial intelligence, cybersecurity and emerging technology.

David Wennergren is Executive Vice President & Chief Operating Officer at the Professional Services Council, the principal national trade association of the government technology and professional services industry. He has extensive leadership experience in information technology and change management and has served in a number of senior positions, most recently in the private sector as a Vice President at CACI International Inc., and prior to that, across the Department of Defense (DoD) and federal government, including DoD Assistant Deputy Chief Management Officer, Deputy Assistant Secretary of Defense for Information Management, Integration and Technology/Deputy Chief Information Officer, Department of the Navy Chief Information Officer and Vice Chair of the U.S. Government’s Federal CIO Council. Mr. Wennergren is a Fellow of the National Academy of Public Administration and a CIO-SAGE at the Partnership for Public Service.

He received his B.A. in Communications/Public Relations from Mansfield University, and received the University’s Alumni Citation Award in 2012. He was a recipient of a Secretary of the Navy Civilian Fellowship in Financial Management, culminating in a Master of Public Policy (MPP) from the University of Maryland's School of Public Affairs. His awards include the Department of Defense Distinguished Civilian Service Award, the Department of the Navy Distinguished, Superior and Meritorious Civilian Service Awards, the Secretary of Defense Meritorious Civilian Service Award, and the Office of the Secretary of Defense Exceptional Civilian Service Award. Other honors include the: 2012 Roger W. Jones Award for Executive Leadership (American University), TechAmerica Terman Award 2010 Government Technology Executive of the Year, Federal CIO Council 2008 Azimuth Award winner, Federal Computer Week 2006 Eagle Award (Government Leader of the Year), 2006 John J. Franke Jr. Award from the American Council for Technology, Government Computer News 2005 Defense Executive of the Year, three Federal Computer Week Fed 100 Awards, Computerworld Premier 100 Award, and 2008 General James M. Rockwell AFCEAN of the Year. A huge believer in the “power of team,” he is also honored to have worked in two organizations that were awarded the Department of the Navy Meritorious Unit Commendation.
