The Small and Emerging Contractor Advisory Forum (SECAF) is pleased to present a breakfast program for members and the public on the Small Business Program at the National Oceanic and Atmospheric Administration (NOAA).  The program will feature speakers from NOAA and Industry.

NOAA is the largest of a dozen bureaus of the Department of Commerce, focused on keeping the public informed about the changing environment around them.  Enriching life through science, NOAA reaches from the surface of the sun to the depths of the ocean floor.  The mission of NOAA is to understand and predict changes in climate, weather, and coasts; to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources. About half the NOAA budget of $5.5B is devoted to contracts and financial assistance.  Over 50% of all contracted dollars are awarded to small business.

Please join us for a discussion about the challenges facing NOAA and how small business can help the agency meet its mission.  We will address current and future acquisition initiatives, including ProTech, NMITS, Big Data, SBIR, Myth-Busting, and techniques to improve best value contracting.  

Mitchell J. Ross
Mr. Ross is the Principal at Acquisition and Management, LLC, a management consultancy focused on the public sector.  Acquisition and Management, LLC offers advice and counsel on acquisition and management problems and challenges.  Mr. Ross concurrently serves as the President of Puyenpa Services, LLC, a tribally owned, 8a, Hub Zone firm providing services to the public sector. 

Mr. Ross previously served as the Director of the   Acquisition and Grants  Office of the National Oceanic and Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce. He was responsible for the acquisition and financial assistance activities of NOAA.  

Formed into its current state in 1970, NOAA traces its lineage to 1807 with the creation of the       Coast and Geodetic Survey. The bureau is dedicated to understanding and predicting changes in the environment.

Mr. Ross began his career with public service when he was appointed to the first class of U.S. Presidential Management Interns and assigned to the Department of the Navy.  His internship focused on acquisition management.  Mr. Ross joined the Naval Air Systems Command as a career civil servant and became a Contracting Officer. 

Mr. Ross left federal service to join BDM International Incorporated, a professional and technical services firm. He had multiple assignments and became the Vice President, Corporate Contracts and Procurement, responsible for all contract activities of the operating company engaged in business with the U. S. federal government.  Mr. Ross returned to Government service when he joined NOAA. 

Mr. Ross graduated from the University of California, Los Angeles with a B. A. in Political Science.  He obtained a Masters in Public Administration from the University of Southern California and a M. A. in Government from Georgetown University.  Mr. Ross completed the Federal Acquisition Management Course at the Defense Systems Management College and the National Security Studies Program at Georgetown University.  He was a member of the federal Senior Executive Service.

Mr. Ross is a member of the American Society for Public Administration, the Association of Proposal Management Professionals, and the National Contract Management Association.

Jeffrey D. Hale 
Mr. Hale is a Small Business Officer for the National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office (AGO). The role of the Small Business Officer is to advise AGO’s management and staff on matters relating to the development, evaluation and implementation of Federal and Commerce small business procurement program, policies and regulations. The Small Business Officers also ensure that NOAA works to attain small business goals including goals in the small business socioeconomic categories, to the extent feasible, while meeting NOAA’s mission requirements.

Mr. Hale began his service with NOAA in 2001 as a contractor working for a Disadvantaged, Woman and Veteran Owned Small Business. As a contractor, he served with the National Geodetic Survey until he was hired by the Government in 2004. Mr. Hale continued his career with the National Geodetic Survey through 2009, serving as the contracting program manager while also working closely with AGO and receiving his Contracting Officer’s warrant through the Delegated Procurement Authority Program. In 2009, Mr. Hale transferred to the Department of Agriculture in Raleigh, North Carolina where he served as the Contracting Officer, Leasing Officer, and Grants & Agreements Specialist for the state. Mr. Hale then moved to the Small Business Administration in 2011 where he served as the Procurement Center Representative, Commercial Marketing Representative, Size Specialist, and Certificate of Competency Specialist. In 2013, Mr. Hale re-joined NOAA as the Small Business Officer in the Acquisition and Grants Office. Mr. Hale’s background covers all aspects of Federal acquisition, as well as intricate knowledge of small business programs and policies. Mr. Hale graduated from Ohio University in 2000 with a B.S. in Environmental Geography.

Marcelle Loveday 
Ms. Loveday is the Director of the Strategic Sourcing Acquisition Division (SSAD) of NOAA’s Acquisition and Grants Office. The role of SSAD is to save money through volume discounting, consolidate transactions for efficiency, and improve the effectiveness of service delivery to clients – all done through the application of strategic sourcing in procurement.
 
After spending time in local government, Ms. Loveday entered the federal acquisition workforce in 2008 as a Contract Specialist in the Department of Homeland Security’s (DHS) Acquisition Professional Career Program. In this program Ms. Loveday did rotations with the Transportation Security Administration, the Federal Emergency Management Agency (FEMA), and the Office of Procurement Operations at DHS headquarters. During these rotations she worked on programs including Secure Flight, Security Threat Assessments, and the Homeland Security Information Network.

Ms. Loveday joined the Federal Emergency Management Agency on a permanent basis in 2011 where she became the team lead for the Response division. She awarded and administered many of the evacuation contracts, including the National Medical Transport and Support Services contracts, and was the recipient of the DHS award for innovation and efficiency.
 
In 2014, Ms. Loveday joined NOAA as the Branch Chief for Information Technology Services responsible for the NOAALink core contracts. She then moved to the ProTech Branch and awarded the first of the contracts associated with the $3 billion acquisition.  From that assignment she was promoted to the Division’s Deputy Director and then to her current position in 2018.
Ms. Loveday graduated from Vanderbilt University in 2003 with a Bachelor of Arts in Public Policy. She received a Master of Science in Accounting from American University in 2009.

Tom Bucher
Tom Bucher is the founder and Chief Executive Officer of Integrated Systems Solutions. In this capacity, Tom is responsible for the strategic planning of the company, all profit and loss, overseeing the definition of future markets and working with his executive team to ensure the highest levels of client service through delivery and staffing of engagements. He also provides senior level guidance directly to Federal government executives spanning the Department of Defense (DoD), Intelligence and Civil agencies. With over 33 years of experience, Tom's expertise spans all aspects of program management, acquisition and strategic planning, and systems engineering for multiple, multi-billion dollar programs for the DoD as well as the Aerospace Industry. His portfolio of Industry experience ranges from Vice-President of a Fortune 500 Company (Ball Aerospace, Defense Sector) and Senior Vice-President and Deputy General Manager of SM&A Corporation. In these positions, he was responsible for the profit and loss of the largest business operating units and restructured operations as needed to improve client focus and product emphasis. Results included doubling the revenue and size of his respective business units. Additionally, as Vice-President for Information Analysis, Inc. and Senior Associate with Dayton Aerospace Associates, Tom developed acquisition strategies and structured new technology programs for large, technically complex, multi-billion dollar satellite and UAV programs for the Advanced Research Projects Agency, USAF and NOAA.

Prior to joining Industry, Tom had a successful career as an officer in the United States Air Force. He retired at the rank of Colonel. For his final active duty assignment, he was the Director of the Acquisition Development Division for the Space Missile Systems Center. As a leader and innovator, Tom restructured every major system program office, developing and implementing a new planning process for all large acquisitions which included Integrated Master Plans and Integrated Master Schedules. Tom, as the Deputy Director for the F-22 System program office, led all day-to-day operations for the largest R&D program in the Air Force, with budgets of $10B for R&D and $90B for the production of this fleet of aircraft. He also formulated and implemented a new organizational construct, integrated product teams, which is still the model today for Air Force offices. In addition, Tom has directed other, multi-million dollar programs such as Combat Talon II and the C-20A.

Tom holds a Master of Science Systems Management from University of Southern California and Bachelor of Science from Mount St. Mary's, a TS/SCI clearance and has authored numerous papers and a section of the Military Project Management Handbook.
