What is the optimal capital structure to accelerate growth - both organic and M&A.  Join us for this panel discussion that will focus on the different sources of capital available to help accelerate growth in emerging and middle market government contractors.  The discussion will cover the differences and potential benefits of bank debt, mezzanine debt and venture capital.  We'll discuss each source of capital and how they may be used together, both for organic growth as well as M&A opportunities.

Dave Keffer joined Blue Delta as a General Partner in 2018. He most recently served as the Chief Financial Officer of CSRA, Inc. (NYSE ticker “CSRA”), which was sold to General Dynamics (NYSE ticker “GD”) for $9.7 billion in April 2018. CSRA was an S&P 500 Index member with over 18,000 employees, and annually generated over $5 billion of revenue and $800 million of EBITDA. As CFO, Dave was highly involved in operational matters, including the integration and increased efficiency of SRA International and CSC Government Services, which were merged to create CSRA, the new company which Dave helped take public in late 2015.

Prior to the creation of CSRA, Mr. Keffer was the CFO of SRA International, which grew from $400 million to $1.4 billion in revenue during his 12 years with the company. In various roles, Dave led large new business proposals, operational improvement initiatives, and a series of acquisitions for SRA. A NYSE listed publicly traded company when Mr. Keffer joined in 2003, SRA was sold to Providence Equity in 2011 and Dave became the CFO under their ownership.

Mr. Keffer began his career at Navigant Consulting and Maden Technologies. He holds a bachelor’s degree in finance from Georgetown University and a Master of Business Administration degree from the University of Virginia’s Darden School of Business. He has also served as an Executive Committee member of the Leukemia & Lymphoma Society’s Light the Night Walk since 2016.

Phil McNeill brings 25 years of mezzanine investing experience to Farragut Capital Partners. In 2003, he co-founded Farragut Capital Partners’ predecessor firm, SPP Mezzanine Partners, and has served as Managing Member and Chief Investment Officer of the SPP Mezzanine family of funds since that time. Mr. McNeill previously served as a Managing Director at Allied Capital Corporation, where he was co-head of Private Finance and Mezzanine and a member of the Investment Committee.

Prior to joining Allied in 1993, he served as Vice President of M&T Capital Corporation, the SBIC investment division of M&T Bank. Earlier in his career, Mr. McNeill developed, founded, managed and owned a Boston-based retail and manufacturing company and was a founding director of City National Bank of Weatherford, Oklahoma. He currently serves as a mentor to inner-city youth entrepreneurs and co-founded the Network for Teaching Entrepreneurship (NFTE) Adopt-a-Class program in 2001.

Mr. McNeill holds an M.B.A. from Harvard Business School and a B.S. in Finance, Accounting, and Law & Public Policy from Syracuse University.

Adam Nalls is a Senior Vice President with Access National Bank in Reston, VA.  Adam leads the Bank’s lending in the government contracting services sector focusing on both providing working capital financing and term debt for M&A activity. Prior to joining Access National Bank in 2009, Adam’s background was in commercial credit underwriting at Provident Bank and SBA lending with PNC Bank.  Adam is originally from the DC metro area and has a degree in Business Administration from Washington and Lee University.
