SBIRs – How to take advantage of new opportunities with the Small Business Innovation Research Program

Known as “America’s Seed Fund” the SBIR program provides $3.3 billion annually to startups and small businesses to help transform their ideas into marketable products and services.  The SBIR program is also known as one of the best kept secrets in the world of federal procurement because the ways and means by which innovative companies can take advantage of this program is not well known.

This seminar is geared toward early entrepreneurs with early stage companies in need of capital to take their concepts to market as well as executives of established small businesses that are keen to generate additional revenue streams with novel approaches to the federal governments high tech needs. The seminar will discuss:
  • specific opportunities that are available
  • how to prepare your company to be competitive for a SBIR award
  • ins and outs of preparing an application
  • possibilities for partnering with large businesses under the SBIR program
We’ll also drill down on what it takes to go from Phase I to Phase III and how you can maximize the effectiveness of a SBIR to ensure your company’s success.

Mr. Ralph Blakeney is a seasoned executive with a passion for tackling problems. He is a results-oriented strategic thinker energized by the opportunity to launch a new venture or rescue a failing one. With twenty two years of management experience overall, Mr. Blakeney has successfully managed up to 190 computer engineers and support staff; managed $445M in government contracts with a responsibility of 40%; recruited, trained, developed and managed personnel for highly classified programs and won several “Challenge of Excellence” Awards; managed performances of various small, woman owed and minority sub-contractors; ensured computer and operations readiness prior to and during military exercises and launching of space vehicles.

Mr. Blakeney founded and operated an Executive Management consulting and training firm to serve small and midsize technology companies for 9 years where he assisted clients in the areas of change management, strategic planning including growth strategies, process analysis and re-engineering, customer relations and development, interpersonal communication and team building. He served three years as a Technology Procurement Consultant for the Maryland Procurement Technical Assistance Program (PTAP) at University of Maryland, College Park of which nine months were in the role of manager. Mr. Blakeney also served sixteen years as the Technology Industry Manager at the MD Small Business Development Center (SBDC) at the University of Maryland, College Park.

Mr. Blakeney’s accomplishments include guiding the SBDC organization to achieving the “T” technology designation as in MDSB T DC, Maryland Small Business, and “Technology” Development Center; provided client support in obtaining SBIR & STTR grants, TEDCO, MIPS, Volt, Angel and other special funding; is the Founder and Executive Consultant of RSB Business Solutions, LLC a Management Consulting and training firm to small and midsized technology companies. Mr. Blakeney received the MD SBDC Star Award, serves as an Economic Evaluator for University of Maryland MIPS Programs, and has implemented SBDC 4.5 workshops.

Mr. Blakeney currently serves as chairman, as well as board member, of various companies and organizations, has been board Chair of the Prince George’s County Technical Assistance Center (TAC) and Board of Directors member of the Annapolis Boys and Girls Club.
