Monthly Briefing: Latest Developments from the U.S. Small Business Administration
Once again, we are excited to have the U.S. Small Business Administration for our October monthly briefing. This is an October tradition to kick off the government’s new fiscal year. Join us to learn about what’s happening with SBA’s small business programs, key regulatory and policy developments, and what is coming down the pike. As we begin the new fiscal year, we will hear about joint ventures, mentor-protégé, the latest developments with SBA’s 8(a) program, small business spending goals (at the prime contract and subcontract levels), and the top three FAR/CFR changes impacting small businesses. There will be plenty of opportunity for questions from the audience.
We are thrilled to welcome back John Klein, SBA’s Associate General Counsel for Procurement Law and Mark Hagedorn, Attorney in SBA’s Office of General Counsel. The discussion will be moderated by John Shoraka, former Director of SBA’s Office of Government Contracting and currently the Managing Director of GovContractPros. This event will be in person at the Westwood Country Club and is sure to provide helpful insights about SBA’s small business programs as well as access to key SBA officials.

Bios:
Christopher Clarke is an Attorney in the U.S. Small Business Administration’s Office of General Counsel’s Office of Procurement Law. Mr. Clarke has served as the legal advisor to the Agency’s small business set-aside program, the small business subcontracting program, Service Disabled Veteran-Owned Small Business program; the Woman-Owned Small Business program, and the Agency’s Suspension and Debarment Official. In the past he has worked closely with senior Agency officials and their staff on the 8(a) Business Development program; the HUBZone program; SBA’s internal contracting procedures, the Small Business Innovation Research program, and the Agency’s other grant programs.
John Klein, SBA Associate General Counsel for Procurement Law
Mark Hagedorn is an Attorney Advisor in the Office of Procurement Law at the U.S. Small Business Administration (SBA) in Washington, DC. He serves as a legal advisor to Agency officials and their staff with respect to the 8(a) Business Development program; the Women-Owned Small Business Concern program; the Service-Disabled Veteran-Owned Small Business Concern program; the HUBZone program; the Mentor-Protégé Program; suspension and debarment matters; and SBA’s internal contracting procedures. Mr. Hagedorn also represents the Agency in matters before SBA’s Office of Hearings and Appeals and the Government Accountability Office. He has been a lawyer in SBA’s Office of General Counsel since 2016.
John Shoraka is co-founder and Managing Director of GovContractPros. In this role, John assists small business government contractors in all phases of their business lifecycle including navigation of the federal marketplace, business development, certification for and compliance with small business set-aside programs, teaming and mentor-protégé arrangements, and financing and acquisition.
John Shoraka is the former Associate Administrator of Government Contracting and Business Development at the U.S. Small Business Administration. In this capacity, he was responsible for overseeing the federal government’s small business set-aside programs. John’s responsibilities included the 8(a) Business Development program, HUBZone, WOSB, and SDVOSB programs. He was responsible for the Office of Size Standards, the federal government’s small business goaling program, as well as the federal government’s small business prime and subcontracting programs.
