Monthly Briefing: Emerging Opportunities in Environment and Climate Change - NOAA, NASA, and DoD
The new administration has stated a commitment to make the environment and climate change a policy priority. This program will acquaint you with the environmental and climate change work that is being done, and will be done, in the executive branch departments and agencies of the U.S. federal government; and through the public – private partnerships that are working now, in conjunction with governments.
The panel is a mix of those engaged in national security policy, applied research, conservation, and small business programs. They will help you understand where the executive branch is today, where it might be in the near future, and how small businesses can contribute.

Steve James is President and COO of Integrated Systems Solutions. Steve is an experienced executive who was in the Air Force for twenty years as an IT professional where he achieved the rank of Colonel and served across the conflict spectrum to include tours of duty ranging from Special Operations to the White House. He enjoyed three command assignments where he led organizations that ranged in size up to 600 people. Upon leaving the Air Force, he spent almost six years at the EMC Corporation directing sales/business development activity in support of Air Force and Department of Defense clients. While serving as the Air Force/DOD Business Development Director for EMC his strategy and efforts helped enable the Federal Sales team to expand their DOD/Intel footprint from $21M in 2001 to $265M in 2006. By 2006, eight of nine Air Force Major Commands were leveraging an EMC storage infrastructure in support of their core service requirements. Steve moved from there to take over as President and Chief Executive Officer of TKC Communications, a 350 person IT services contractor with an extensive counter-intelligence, counter-terrorism customer portfolio. While serving as President and CEO of TKC communications, the company exceeded corporate net income projections by 24% and was the number one (out of 58) performing subsidiary of the parent corporation. Steve has a Bachelor of Science from the University of Massachusetts, a Master of Arts from Central Michigan University in Business Management, and a Master of Science from National Defense University in National Security Policy and Information Strategy.
Dr. Bamford is responsible for advancing the Foundation’s mission through the creation and implementation of a comprehensive conservation vision, strategy and a metrics-based evaluation system for NFWF’s grant-making programs. She serves an important role in creating and leading NFWF’s conservation strategy by setting national and regional cross-cutting strategies, and by leading design, development and fundraising planning for the conservation strategy, as well as guiding the conservation policies and practices of the Foundation. Prior to joining NFWF, Dr. Bamford was acting assistant secretary for conservation and management for the National Oceanic and Atmospheric Administration (NOAA). In that role, she drove administration policy, programming, and investments for NOAA’s ocean, coastal and fisheries management. Her responsibilities spanned coastal resilience, marine protected areas, protected species, sustainable fisheries and coastal services. Dr. Bamford worked closely with members of Congress, other agency leaders, partner organizations, and local communities to develop policies and take conservation actions to ensure coastal and ocean stewardship. Dr. Bamford earned her doctorate in Organic Environmental Chemistry from the University of Maryland.
John Conger is Director of the Center for Climate and Security, where he oversees all of the Center’s programs, and Chair of the Climate and Security Advisory Group (CSAG). He is also a Senior US Advisor to the International Military Council on Climate and Security (IMCCS). Mr. Conger previously served as Senior Policy Advisor with the Center, and as the Principal Deputy Under Secretary of Defense (Comptroller) at the U.S. Department of Defense (DoD). Prior to his service as Deputy Comptroller, Mr. Conger oversaw energy, installations and environmental policy throughout DoD in three different positions: as Assistant Secretary of Defense for Energy, Installations and Environment, as Acting Deputy Under Secretary of Defense for Installations & Environment, and as Assistant Deputy Under Secretary of Defense for Installations & Environment from 2009 to 2015. Before his appointment at DoD, Mr. Conger served for 12 years on legislative staffs in the U.S. Congress, including as Professional Staff for the House International Relations Committee. Previously, Mr. Conger was employed in the private sector as an aerospace engineer and defense analyst supporting the Office of the Secretary of Defense.Mr. Conger holds a B.S. and an M.S. in Aeronautics and Astronautics from the Massachusetts Institute of Technology and an M.A. in Science, Technology and Public Policy from the George Washington University. He is also President of Conger Strategies and Solutions, LLC, and a non-resident senior adviser at the Center for Strategic and International Studies.
Mr. Hale is a Small Business Officer for the National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office (AGO). The role of the Small Business Officer is to advise AGO’s management and staff on matters relating to the development, evaluation and implementation of Federal and Commerce small business procurement program, policies and regulations. The Small Business Officers also ensure that NOAA works to attain small business goals including goals in the small business socioeconomic categories, to the extent feasible, while meeting NOAA’s mission requirements.
Mr. Hale began his service with NOAA in 2001 as a contractor working for a Disadvantaged, Woman and Veteran Owned Small Business. As a contractor, he served with the National Geodetic Survey until he was hired by the Government in 2004. Mr. Hale continued his career with the National Geodetic Survey through 2009, serving as the contracting program manager while also working closely with AGO and receiving his Contracting Officer’s warrant through the Delegated Procurement Authority Program. In 2009, Mr. Hale transferred to the Department of Agriculture in Raleigh, North Carolina where he served as the Contracting Officer, Leasing Officer, and Grants & Agreements Specialist for the state. Mr. Hale then moved to the Small Business Administration in 2011 where he served as the Procurement Center Representative, Commercial Marketing Representative, Size Specialist, and Certificate of Competency Specialist. In 2013, Mr. Hale re-joined NOAA as the Small Business Officer in the Acquisition and Grants Office. Mr. Hale’s background covers all aspects of Federal acquisition, as well as intricate knowledge of small business programs and policies. Mr. Hale graduated from Ohio University in 2000 with a B.S. in Environmental Geography.
Jennifer Perez currently serves as the Senior Small Disadvantaged Business Specialist for the Office of Small Business Programs at the Goddard Space Flight Center (GSFC) in Greenbelt, Maryland. This office provides a variety of support to the small business community in obtaining contract opportunities with NASA/GSFC.
Jennifer has worked for the National Aeronautic and Space Administration for the past 29 years. She began her procurement career as a contract specialist in December 1997. She worked in the NASA Headquarters Procurement Office at Goddard Space Flight Center. In those 22 years she has served as a contract administrator, contracting officer and buyer for various projects. Ms. Perez has held numerous contracting officer positions in support of space, earth, and mission assurance projects.
Jennifer Perez holds a Bachelor Degree in Business Administration from Strayer University.
Gavin Schmidt, director of NASA’s Goddard Institute for Space Studies (GISS) in New York, was named acting senior climate advisor in February 2021. As a representative of the agency’s strategic science objectives and accomplishments, the senior climate advisor will advocate for NASA climate investments in the context of broader government agendas and work closely with the White House Office of Science and Technology Policy and the Office of Management and Budget. Specifically, the senior climate advisor will work to: promote and engage in climate-related investments in the Science Mission Directorate’s Earth Science Division; promote aeronautics and other technology initiatives focused on reducing carbon dioxide emissions and broad climate impacts; demonstrate and communicate the societal impacts and breadth of NASA investments related to climate; foster communication and coordination within and outside the science community at NASA; and, actively engage in amplifying the agency’s climate-related research and technological development. Schmidt has served as GISS director since 2014. His main research interest is the use of climate modeling to understand past, present, and future climate change, and he has authored or co-authored more than 150 research papers in peer-reviewed literature. He is a fellow of the American Geophysical Union (AGU) and the American Association for the Advancement of Science and was the inaugural winner of the AGU Climate Communication Prize in 2011. He also was awarded NASA’s Outstanding Leadership Medal in 2017. He has a bachelor’s degree in mathematics from Oxford University and a doctorate in applied mathematics from University College London.
