Recruiting cleared talent can take time, perseverance and some creativity for small businesses today.  The increasing number of positions requiring security clearances, the massive clearance processing backlog, and increased competition for the limited pool of available resources demand an organizational focus on unique programs and processes to build and sustain a talent pipeline.  Join SECAF and a panel of small businesses on April  9th for an inside view on successful programs, approaches and tips to finding and retaining cleared resources.

Devon Hewitt, a partner at Protorae Law, has over 25 years’ experience in the field of Government Contracts and represents emerging, small, mid-size and large government contractors located across the United States and abroad.  Ms. Hewitt is best known as a bid protest attorney, having participated in well over 100 bid protests lodged at various federal agencies, including the Small Business Administration and the Government Accountability Office.  She also has participated in bid protests filed at the United States Court of Federal Claims and is one of the few bid protest attorneys that has argued bid protest decisions on appeal at the United States Court of Appeals for the Federal Circuit.

In addition to bid protests, Ms. Hewitt represents government contractors in a wide variety of transactional matters such as the drafting and negotiation of subcontracts and teaming, cooperative, nondisclosure, non-compete, operating, joint venture, commercial vendor and “OTA” agreements.  She also advises government contractors on issues related to the Service Contract Act, intellectual property and data rights, suspension and debarment, contract claims, ethics and compliance, Organizational Conflicts of Interest, FOIA requests and reverse FOIA letters, notices of default and terminations, and government investigations, among others. She has significant experience with the Small Business Administration’s small business preferential programs and has twice served as a trial expert on this topic.

Ms. Hewitt recently was appointed General Counsel of the Small Emerging Contractor Advisory Forum (SECAF) and has been a member of its Board for over five years.  She is active in the National Veterans Small Business Council and represents many SDVOSBs and VOSBs.

Ms. Hewitt is a frequent speaker/panelist on government contracts issues and has appeared on Federal News Radio and at events sponsored by the Public Contracts Section of the ABA, the Professional Services Council, the National Contract Management Association, SECAF, NVSBC, ACT-IAC, NDIA, Women In Public Policy and the Government Technology Services Coalition. She has been a columnist for Washington Technology and Bloomberg’s Federal Contracts Reports as well as the author of a treatise on federal small business contracting programs, editor of the ABA’s The Procurement Lawyer and contributor to the legal publication Inside the Minds.

Ms. Hewitt received her Juris Doctorate from the University of Virginia School of Law, where she was an editor of the Journal of Law and Politics and a member of the school’s National Moot Court team. Following law school, she clerked for the Honorable Jose A. Fusté of the U.S. District Court for Puerto Rico.  Ms. Hewitt graduated magna cum laude and Phi Beta Kappa from Smith College.

Steve Bailey serves as Chief Operating Officer for Dark Wolf Solutions.  In addition to the work of standing up operations for Dark Wolf after it's January 1st organizational split from Wolf Den Associates, LLC, his focus is supporting growth activities and scaling the organization in response to growing customer needs. Dark Wolf Solutions provides DevSecOps agile software development, information operations, penetration testing and incident response, applied research and rapid prototyping, machine learning, and mission support and engineering services to the US Intelligence Community, national security sector, and Fortune 500 customers. Dark Wolf also competes in premier hacking competitions and continues to add to its collection of black badges, including wins at BSides DC (2016, 2018) and DEFCON (2017) in the Internet of Things and Wireless CTF challenges.

David Reid is the Chief Strategy Officer at Axiologic Solutions LLC, a systems engineering company focused on designing and managing complex systems over their life cycle.  Axiologic Solutions LLC, a Service Disabled Veteran Owned Small Business (SDVOSB), provides mission-oriented Systems Engineering and Information Technology (IT) services across the Intelligence Community (IC), Department of Defense (DoD), and the Department of Homeland Security (DHS).  David is also a delegate to the VA General Assembly where he represents the 32nd District of Virginia in Eastern Loudoun County. He is a decorated Navy veteran and business professional who brings over 30 years of experience in strategic management, banking, global telecommunications, and the defense industry to the House of Delegates. Del. Reid serves on the Transportation Committee and the Counties, Cities, & Towns Committee.

Michael Waddell began conceptualizing a professional services firm that would deliver superior IT solutions to clients with unparalleled integrity. He visualized this organization being one that would offer IT professionals technically challenging work along with   the   support   to   successfully   pursue   their   own   goals   as professionals and as members of families and communities. With this background, Mr. Waddell leads the firm’s efforts to develop tools and bridge costly disconnections between technology and operations in the federal government. He is responsible for the firm’s allocation of resources and cost-efficiencies, based on a broad knowledge of all operational and investment functions of the firm. Moreover, Mr. Waddell invests much of himself with fellow employees by sponsoring and participating in numerous charities, encouraging open dialogue, participating in mentoring and initiating a reverse-mentoring program, coaching, and other relationship- and team-building activities.

Mr. Waddell brings to his leadership role functional experience in program management, quality assurance and software development. He utilizes a multitude of experience to ensure IOP achieves its mission of delivering solid IT solutions based on trust, thereby sustaining the long- term health and growth of the firm.
