Cynthia Barreda has more than 20 years of experience in information technology strategy, program management, strategic planning and process improvement. In her more than 13 years with NetCentrics, she has helped oversee the company's growth into the leading provider of information technology consulting. Prior to NetCentrics, she was a Principal at American Management Systems (AMS), and before that served as an information management specialist with the United States government.
Cynthia holds a degree in Mathematics and Computer Science from Jacksonville State University and is on the board of directors of Women Veterans Interactive, an organization dedicated to addressing the needs of Women veterans and their families.
Sirena Johnson is a partner and co-practice leader of the firm’s Government Contracting Practice. Sirena is currently based in the firm’s Bethesda, Maryland, office. She specializes in providing audit, consulting, and accounting services to government contractors, technology companies, and employee benefit plans. She possesses a working knowledge of federal regulations, including Small Business Administration (SBA), 8(a) and Federal Acquisition Regulations (FAR), cost principles, and accounting policies for federal government contractors. In addition, she provides various management consulting services including assisting client management in the implementation of cost accounting systems and overhead allocation methods; preparing overhead incurred cost submissions for the Defense Contract Audit Agency (“DCAA”); and assisting with DCAA accounting system reviews.
Prior to joining Citrin Cooperman, Sirena held a partner position at a leading accounting and professional services firm. Sirena also has experience with employee benefit plan financial statement audits. She is knowledgeable of the Internal Revenue Code and Department of Labor regulations declared for employee benefit plans. She has also provided consultation with calculations and other matters relating to self-correction submissions with the Internal Revenue Service.
Shawn M. Howard is a tax partner and co-practice leader of the firm’s Government Contracting Practice. Shawn is currently based in the firm’s Bethesda, Maryland office. He has extensive experience providing various tax services including the review of Federal and multi-state tax returns, and tax strategies for a variety of domestic and international clients, including government contractors, professional services firms, technology companies, and private equity firms.
Prior to joining Citrin Cooperman, Shawn held partner and senior management positions at leading accounting and professional services firms. He initially began his accounting career working for a CPA firm in Milwaukee.
Shawn specializes in taxation and issues surrounding partnerships, limited liability companies (LLCs), corporations, S corporations, and their related shareholders or members.
David Seiden is the partner-in-charge of the firm’s State and Local Tax Practice, and brings more than 25 years of expertise to all areas of state and local tax (SALT). He also brings a wealth of knowledge to his clients, with experience spanning a range of industries, including financial services, banking, hedge funds, broker dealers, franchising, manufacturing and distribution, staffing, and technology.
Dave was previously the founding partner in a NY-based SALT consulting firm, SALT Link, LLC. Prior to starting his own firm, Dave spent 17 years as a SALT partner at a Big Four accounting firm, where he held various leadership roles.
Dave has expansive expertise helping businesses navigate the complexities of multi-state income and franchise taxes, sales tax, payroll tax, and property tax. He has successfully represented taxpayers before state taxing authorities, saving clients millions of dollars in proposed assessments.
Dave has been able to obtain significant state tax incentives for his clients, working with various state and local tax and governmental agencies.
In addition, Dave has extensive experience working with individuals on issues relating to residency. Whether helping clients plan for a change in residency or representing them in an audit, he understands what it takes to successfully withstand a state’s audit challenge.
