Join us for a special two-part half-day conference to gain insight into DHS’s IT Modernization Strategy, IT Modernization initiatives, procurement initiatives and future requirements and innovations DHS will explore with the private sector in the next 12-24 months.
 
Part I will begin with a fireside chat with Soraya Correa, Chief Procurement Officer at DHS, and Eric Hysen, Chief Information Officer at DHS followed by a panel discussion with representatives from DHS' Head of the Contracting Activity focused on the use of the NextGen suite of contracts and procurement strategies for their respective components.  Part II will include industry matchmaking sessions of NextGen suite of contract holders with non-contract holders and the opportunity to network with the participants.

Bios

Soraya Correa is Chief Procurement Officer at the Department of Homeland Security’s (DHS). Ms. Correa is responsible for the implementation of the unique acquisition policies, regulations, and standards of the agency.  She oversees the work of ten Heads of Contracting Activity that provide operational procurement services to DHS components, directorates, and offices and ensures that adequate business processes and systems are made available to support their work.  

Ms. Correa is a transformational leader in procurement and contracting.  Many of the programs she has established at DHS have been adopted by other federal agencies to improve business processes and provide for the continued development and growth of the acquisition workforce.  Examples of such programs include the Procurement Innovation Lab (PIL), Reverse Industry Days, and the Education, Development, Growth, and Excellence (EDGE) mentoring program.  Each of these programs create opportunities to improve and streamline business processes, promote a culture of ingenuity and smart risk-taking, and enhance the customer experience with procurement and contracting professionals.  Under her leadership the Homeland Security Acquisition Institute and the Acquisition Professional Career Program have continued to grow and adapt to the changing federal government landscape including the use of “virtual” on-boarding, orientation, and training.  With an outstanding record of meeting or exceeding small business, competition, and category management goals, Ms. Correa leads world class teams that know how to get the job done! 

Ms. Correa has had an impressive 40-year career in federal acquisition management. She has been at DHS since its inception 18 years ago serving in several key leadership positions including as Head of Contracting for Immigration and Customs Enforcement and as an Associate Director of the U.S. Citizenship and Immigration Services. Ms. Correa has also held leadership positions at the Naval Sea Systems Command, General Services Administration, and the National Aeronautics and Space Administration. 

Ms. Correa has received a variety of leadership and subject matter expertise awards including the Distinguished Presidential Rank Award, the Federal 100, and the Top Women in Tech Award.  She is a recognized speaker on a variety of topics and has authored several articles. 

Eric Hysen was sworn in as the Chief Information Officer (CIO) for the Department of Homeland Security (DHS) on Feb. 1, 2021.

As CIO, Mr. Hysen is responsible for strategically aligning the Department’s Information Technology (IT) personnel resources and assets, including security, infrastructure, and delivery, to support core DHS missions and activities.

Mr. Hysen most recently served on the Biden-Harris transition’s Technology Strategy & Delivery team, working to develop the administration’s plans to leverage technology and delivery in support of policy priorities. He previously was a Senior Fellow at the National Conference on Citizenship, where he led projects to use technology, data, and design to address pressing public policy challenges. He also worked in state government, helping to launch the California Office of Digital Innovation, and in philanthropy, supporting nonprofits working to advance immigration and criminal justice reform.

Mr. Hysen previously served as the Executive Director of the Department of Homeland Security Digital Service. In that leadership role, his teams worked to transform DHS’ most critical services by bringing top software engineering, product management, and design talent from the private sector to partner with innovators inside government. DHS Digital Service projects included immigration benefits processing, refugee admissions, and international trade.

Prior to joining DHS, Mr. Hysen was a founding member of the U.S. Digital Service in the White House. Before government, he worked as a software engineer and program manager at Google.

Mr. Hysen graduated with honors in Computer Science from Harvard University and has published research in crowdsourcing and workflow design.

Juan Arratia became the Deputy Director for the Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on April 29, 2019. In this role, he supports the Director of OPO in managing the acquisition functions that support DHS Headquarters and Components with procurement actions spanning from pre-acquisition planning, through contract execution and administration.

Before joining OPO, Mr. Arratia served as the Senior Procurement Executive at the U.S. Office of Personnel Management (OPM) overseeing agency acquisition functions. Prior to joining OPM, Mr. Arratia served for five (5) years as Acquisition Manager for the Financial Improvement and Audit Readiness Program at the Navy Financial Management Office supporting Navy audit efforts and financial systems. Mr. Arratia began his acquisition career in the United States Marine Corps as an Active Duty Contracting Officer from 2002 through 2007 and then transitioned to support the Navy as a Navy civilian supporting the Deputy Assistant Secretary of the Navy, Acquisition and Procurement Office.
 
Albert J. Dainton currently serves as the Head of the Contracting Activity (HCA) of the U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition, where he has led several information technology and detention center contracting programs since joining ICE in 2012.  Prior to his leadership at ICE, Albert served in team lead and assistant director roles at the DHS Science & Technology (S&T) Directorate and the Domestic Nuclear Detection Office (DNDO) Acquisition Divisions, respectively, under the Office of Procurement Operations (OPO).  He began his career with the Department of the Navy, graduating from the Naval Supply System Command’s Acquisition Intern Program, and gained valuable private sector experience leading major cradle-to-grave acquisitions and business outreach initiatives.

Albert holds a Masters of Accountancy from the George Washington University and an MBA in International Finance from American University, having earned his undergraduate degree in Economics from the College of Wooster.  

Amanda K. Duquette serves as the Chief of the Office of Contracting and the Head of the Contracting Activity (HCA) for U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS) in Williston, VT. Ms. Duquette began serving as the Chief of the Office of Contracting in June 2014. As chief, she leads the agency’s contracting professionals and oversees the complex management of USCIS’ contracting portfolio valued at more than $7B. The U.S. Citizenship and Immigration Services spends approximately $1 billion each year through more than 8,000 procurement transactions.

Ms. Duquette began her Federal career in the Immigration & Naturalization Service (INS) Procurement & Property Management Office in 2000. She has served in various positions in the Contracting Office to include Management Program Analyst, Contract Specialist, Procurement Analyst, Division Chief of two executional contracting divisions, Division Chief of the Policy, Oversight and Acquisition Workforce Division and the Deputy Chief. Through her experience in each of these positions she has had the opportunity to work in all of the functional areas of the Contracting Office spanning execution, mission support and policy functions.

Ms. Duquette received a Bachelor of Science degree in Biological Sciences from the University of Vermont and is a graduate of the Harvard Kennedy School’s Senior Executive Fellows program. She currently holds a DHS Level III Federal Acquisition Certification in Contracting and a core-plus specialization in Digital Services (FAC-C-DS certification).
