Emerging technologies such as Blockchain, AI, and RPA are shaping the government’s modernization efforts, streamlining processes, protecting infrastructure, enhancing defense and much more.  Industry holds a key role in bringing these technologies to the government in practical ways.  Join SECAF on March 10th to hear the perspectives of government, academia, and industry, both large and small businesses, on the emergence of these technologies in government and the opportunities for government contractors.

Brigadier General Lyn D. Sherlock, is a proven executive with over 20 years of experience leading both large, diverse organizations and smaller, high-performing teams in the Department of Defense and the Department of State addressing national security, policy, operations, training, and resource issues. She is an effective communicator with extensive personal experience speaking to defense industry partners, business councils, Congressional staffs, senior U.S. government and foreign officials and the media. 

Andrea Brandon is currently the Deputy Assistant Secretary (DAS) for Budget, Finance, Grants and Acquisition within the Department of Interior (DOI). As the DAS she has executive responsibility for the leadership and strategic direction of all budget, finance, financial assistance, acquisitions, property, and related business IT systems for the DOI. This portfolio comprises of more than $5.3 Billion in financial assistance and contract awards across the United States. She was formerly the DAS for the Office of Grants and Acquisition Policy and Accountability (OGAPA), the Senior Procurement Executive, and the Suspension and Debarment Official for the Department of Health and Human Services. In addition, she was the Director for Financial Assistance Policy and Oversight at the Department of Homeland Security (DHS); and an Executive Assistant Director for the USDA National Institute of Food and Agriculture. 

David (Dave) J. Dacquino serves as Chairman and Chief Executive Officer of Serco Inc., a $1.5 billion leading provider of professional, technology, and management services to the U.S. federal government, the government of Canada, state and local governments, and commercial enterprises. Mr. Dacquino oversees approximately 8,000 employees and brings to Serco more than 30 years of experience in the defense, aeronautics and technical services industries. 

Marc Harlacher is a founder and the President and CEO of Expedition Technology, Inc. He has more than 25 years of experience leading businesses and organizations that research, design and develop advanced communications and sensing equipment for both small and large defense contractors. As CEO of Expedition, he leads a rapidly growing, advanced research and product development company focused on applied machine learning for the defense and aerospace industry. Mr. Harlacher has been awarded six U.S. patents. 


Nirup Menon comes to George Mason after teaching at the University of Texas at Dallas and Texas Tech University. Menon has consulted for several companies including SAP America, and he has taught courses at the undergraduate, masters and PhD levels. His teaching interests are enterprise resource planning systems, database systems, data warehouses, data mining, economics of information systems, and research methods in information systems.
