Monthly Briefing: Federal Aviation Administration’s Next Generation Air Transportation System - Small Business Update

The Federal Aviation Administration (FAA) is focused on providing the safest and most efficient aerospace system in the world.   Join us to gain insight into the all-important multibillion-dollar Next Generation Air Transportation System (NextGen) program.  This initiative will play a critical role in the modernization of the US National Airspace System (NAS) through the implementation of new technologies and capabilities that will increase the safety, efficiency, capacity, predictability, and resiliency of American Aviation. 


In addition to gaining insight into this NAS modernization initiative, the FAA’s Small Business Office will provide advice and resource guidance on how the small business community can best position themselves to support FAA opportunities.

Bios:

Jeffrey Baker is currently the Acting Director of Acquisition Policy and Oversight at the Department of Transportation (DOT), Federal Aviation Administration (FAA).  In his current position, Mr. Baker is responsible for lifecycle acquisition policy and oversight, acquisition workforce training, cost and price support, category management, quality control and small business utilization.  Prior to his current role, Mr. Baker began his career as a Contracting Officer in FAA’s regional operations, and subsequently served in various leadership roles in acquisition and IT to include Strategic Acquisitions, Acquisition Oversight and Solutions Delivery.  Mr. Baker attended the University of Kansas for degrees in Organismal Biology, Genetics and Business Administration.

Allen Bresley is currently the Manager of the Small Business Program at the Department of Transportation (DOT), Federal Aviation Administration (FAA).  In his current position, Mr. Bresley is responsible for overseeing the FAA’s Small Business Program, which focuses on Small Business utilization within the agency.  Prior to his current role, Mr. Bresley began his career as a Contract Specialist/Contracting Officer for NAVAIR, and subsequently served as a Manager and Contracting Officer for the FAA.  Mr. Bresley attended the University of Monmouth for a degree in Finance, and an MBA in Accounting.

James H. Washington is the CEO of JJW & Associates, LLC. As an independent management consultant, his domain expertise is government acquisition and aviation operations. Mr. Washington served more than 32 years at the Federal Aviation Administration (FAA), where he retired from the position of Chief Acquisition Officer (CAO). As CAO, he had oversight of $4 billion in annual capital investments. His previous positions included Deputy Director of Air Traffic, where he provided executive oversight and direction of 15,000 air traffic controllers and staff. He also held the role of acting Associate Administrator of Airports, with responsibility for the $4 billion grants-in-aid program. He was appointed as the FAA Administrator’s senior representative to the White House Commission on Aviation Safety & Security during the Clinton administration. He was a member of the Senior Executive Service for the last 12 years of his federal career. During his FAA career he was known for his strong leade ship, focus on professional development, and program management certification.  

Mr. Washington served as Chairman of the Board of the Air Traffic Control Association (ATCA) from 2012-2014 and is a past member of the Executive Advisory Council for the National Contract Management Association (NCMA). He is an active member of the Aero Club of Washington.  He received his master’s degree in public administration from Syracuse University (Maxwell School), and a bachelor’s degree from Dartmouth College.
