Moderator:  Ben Edson, Founder and CEO of VariQ

Ben Edson is the Founder and CEO of VariQ. VariQ has over 300 staff and is a fast-growing IT solutions consulting firm that designs, integrates, and operates technical solutions in primary areas of Cybersecurity, Enterprise Application Development and IT Infrastructure. VariQ has grown more than 940% growth since 2009.  In 2014, VariQ was recognized by Inc. magazine as a Five-Time Inc. 5000 honoree.  In the first six months of 2015, VariQ has been awarded more than $120 Million in new task order awards across a client base including 10 out of 15 Federal Executive Departments.

Prior to VariQ, Ben was the Security Architect at MSD and Security Consultant at Symantec where he performed numerous technical implementations throughout the United States and Mexico for Fortune 100 and commercial clients. Additionally, Ben was the Business Manager for The Family Missions, an international non-profit organization.

Ben holds a bachelor's degree in Business Administration from the University of Phoenix, a Master of Business Administration and a Master of Science in Information Telecommunications Systems from the Carey Business School of Johns Hopkins University. In addition, he holds over 20 current and expired IT certifications.

Roya Konzman, Senior Information Technology Specialist, Office of IT Schedule Programs, U.S. General Services Administration

Ms. Roya Konzman is the Senior Information Technology Specialist within the Office of IT Schedule Programs, Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions. 

Ms. Konzman has over twenty years of program management and technical experience in overseeing cost, schedule, and technical performance of Information Technology (IT) programs in both government and private industry. In her current role, Ms. Konzman provides her IT expertise to customer agencies with the review and further definition of IT requirements for IT Schedule 70 scope determinations.  Ms. Konzman is leading the effort for GSA's Health IT Special Item Number (SIN) within IT Schedule 70. She supports customer agencies and industry partners with the use of the Health IT SIN.  Ms. Konzman works diligently to improve the way Health IT services are made available to customer agencies and promotes the Heath IT market.   

Prior to joining GSA, Ms. Konzman worked at the Nuclear Regulatory Commission (NRC) on a number of different positions including serving as the Branch Chief for office of New Reactor (NRO), Information Technology Branch, where she managed the development, maintenance, and implementation of NRO’s IT infrastructure.  And prior to working for the NRC, Ms. Konzman worked for private industry where she supported many government agencies with IT requirements.

Ms. Konzman is Project Management Professional (PMP) and Information Technology Infrastructure Library (ITIL) certified.  She holds a Bachelor of Science degree from George Mason University and a Master of Science degree from George Washington University in Computer Information Technology.

Tom Leney serves as the Executive Director for Small and Veteran Business Programs at the U.S. Department of Veterans Affairs, where he is responsible for programs that promote small business participation in VA procurements, with special emphasis on Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses (SDVOSBs and VOSBs). Mr. Leney is a member of the United States Senior Executive Service.

Prior to his current government service, Mr. Leney gained practical insight into the opportunities and challenges facing small businesses as a senior executive in two successful small businesses. His personal experiences as a government contractor have enabled Mr. Leney to mentor small businesses on the complexities of the federal acquisition process. His earlier work at Winrock International and the United Nations Foundation overseeing the development of projects to support the U.S. Government and the United Nations around the world has given him an understanding of the importance and the complexities of program and partnership development on many levels.

Mr. Leney is a Veteran of the United States Army, serving from 1973 to 1995. Among his military assignments, he led an armored cavalry squadron in the Persian Gulf War of 1991 and was the Chief, Strategic Plans and Policy for the Department of the Army. He holds a Master of Public Policy degree from Harvard University and a Master of Business Administration degree from Georgetown University. He received a Bachelor of Science degree from the U.S. Military Academy.

Dan Levenson is the Digital Service Contracting Adviser and a Contracting Officer at the Centers for Medicare and Medicaid Services (CMS).  Dan was a leading member of the pilot Digital IT Acquisition Professional Training (DITAP) in 2015 and holds a Digital Service Specialization in Contracting.  Dan has been with CMS since 2010, and holds a B.S. in Logistics and Supply Chain Management from the Robert H. Smith School of Business at the University of Maryland, College Park.

As the CMS Digital Service Contracting Adviser, Dan champions Agile transformation throughout the Agency, acting as a liaison to other departments and to the vendor community, and introducing innovative processes, structures, and procurement approaches to reduce impediments to Agile deliveries.  Dan played a vital role in the development and award of CMS’s successful ADELE (Agile Delivery to Execute Legislative Endeavors) BPA, which is designed to facilitate rapid procurement of agile delivery services.  As a Contracting Officer, he is passionate about reducing procurement timelines, and has made multiple contract awards in less than one month (from release of the RFQ), while receiving working software prototypes from vendors as a critical portion of the evaluation criteria. 

Dan was named to the 2017 FedHealthIT100 as one of the most influential individuals in driving change and advancement in the Federal Health Information Technology Market.  He was recognized as “one of the pioneers in this new agile way of contracting by breaking down the barriers of the traditional way of procuring IT services.”  

David Guillory currently serves the U.S. Defense Health Agency, CO-HIT, San Antonio as the onsite Small Business Specialist. In this role, Mr. Guillory supports the Director, CO-HIT ensuring full implementation of the DHA Small Business Program; providing small business advocacy and compliance with established DoD Small Business goals within the CO-HIT.
Prior to his current role, Mr. Guillory served as the Lead Contracting Officer in the CO-HIT. He also served as the primary small business specialist and held positions of responsibility for the U.S. Army Center for Health Care Contracting, Health Information Technology Branch, Ft. Sam Houston, Texas.

Mr. Guillory’s experience covers a number of programs, operations and organizations, to include the US Army Contracting Southern Command, Ft. Sam Houston, Texas;  U.S. Marine Corps, FSCU-Facility Services Contracting Unit, Okinawa Japan; DCMA Americas International, Ottawa, Canada; USAF Center for Engineering and the Environment, Lackland AFB, Texas; U.S. Army Center for Healthcare Contracting and the U.S. Defense Health Agency - Health Information Contracting Division, Joint Base San Antonio, Texas. 

Mr. Guillory also has over 6 years of extensive experience in private sector contracting to include public utility power generation, gas transmission, utility construction, and Emergency Medical Services and EMS commodity contracting for the City of San Antonio, Texas.

Mr. Guillory is a U.S. Army Veteran and holds a Bachelor of Arts degree from the University of Texas and a Master’s degree in Public Administration and Procurement from Webster University. Mr. Guillory is a member of the Defense Acquisition Corps, is a certified small business specialist and is DAWIA Level III certified in Contracting.
