Mitchell Ross

Acquisition and Management, LLC

Mr. Ross is the Principal at Acquisition and Management, LLC, a management consultancy focused on the public sector.  Acquisition and Management, LLC offers services and solutions to challenges across the entire range of the federal acquisition life cycle, including requirements definition and validation, cost estimating, acquisition planning and strategy, procurement and contracting, program management, communications, crisis management, organization design and development, due diligence, and risk management and mitigation. 

Mr. Ross previously served as the Director of the Acquisition and Grants Office of the National Oceanic and Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce. During his fifteen year tenure at NOAA he was responsible for the acquisition and financial assistance activities of NOAA.

Mr. Ross began his career with public service when he was appointed to the first class of U.S. Presidential Management Interns and assigned to the Department of the Navy.  Mr. Ross later joined the Naval Air Systems Command as a career civil servant, becoming a Contracting Officer. 

Mr. Ross left federal service to join BDM International Incorporated, a professional and technical services firm. During his sixteen year tenure he served as Vice President, Business Operations and as Vice President, Corporate Contracts and Procurement, responsible for all contract activities of the operating company engaged in business with the U. S. federal government.  Mr. Ross returned to Government service when he joined NOAA. 

Mr. Ross graduated from the University of California, Los Angeles with a B. A. in Political Science.  He obtained a Masters in Public Administration from the University of Southern California and a M. A. in Government from Georgetown University.  Mr. Ross completed the Federal Acquisition Management Course at the Defense Systems Management College and the National Security Studies Program at Georgetown University.  He was a member of the federal Senior Executive Service.

Mr. Ross is a member of the American Society for Public Administration and the Association of Proposal Management Professionals, a fellow of the National Contract Management Association, and an officer and board member of the Small and Emerging Contractors Advisory Forum.
